Reason for decision

This proposal moves an existing service from an external provider into NYC. As such the emissions and waste generated by the service will move into NYC but there will be no net impact on overall levels.

In time, with the adoption of an electric fleet and more efficient route planning etc. it is hoped that overall emissions will reduce, however this is not within the initial scope of the proposal.
